As Section Mgr, Radiation Emergency Assistance Center/Training Site (REAC/TS) / Education Coordinator manages the operational aspects of ongoing education and research projects, to include accreditation. Serves as liaison between project management and planning, project team, and line management.


Education and Research Project Management

  • Accreditation and courses: Design, communicate, implement, and monitor an operational plan for completing the project; monitor progress and performance against the project plan; take action to resolve operational problems and minimize delays.
  • Identify, develop, and gather the resources to complete the project.
  • Interface with clients (within and outside of DOE/NNSA) to design education courses to meet the education needs and be the primary contract Technical Contact for SPP work (Determine Scope of Work, Period of Performance, deliverables and course dates, and schedule for lectures/agendas.)

Course and Lecture Development

  • Develop and deliver lectures on nursing practice related to radiation emergency medicine in REAC/TS education courses, including in-person onsite, off-site and virtual courses.
  • Manage student experience for both in-person and virtual courses. Range of participants: U.S. citizens: PRAs and foreign nationals: DOE/NNSA: federal agencies; private citizen; hospital systems; nuclear power plants; etc.
  • Manage the agendas, meetings, minutes, and act on decisions made in the Continuing Medical Education Committee. Ensure that Conflict of Interests forms are managed.
  • Act as oversight for research projects to include tracking and maintenance of Registry; assist other staff in literature searches, technical writing, managing digital library; keep IRBs up to date; and respond to FOIA requests.
  • Manages less than $2 million per year with standard complexity of annual expenditures and funding levels and billing complexities.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Produce education course reports suitable for inclusion in REAC/TS reporting.
  • Contribute to the writing and submitting of winning proposals for course delivery.
  • Contributes to the completion of organizational projects and goals.
  • Frequent internal company and external contacts. Represents organizations on specific projects.
  • Oversight of student registration process; interaction with resources in ORISE to ensure registration, course fee payments, registration confirmation, course completion certificates, critiques, and evaluations are complete.
  • Coordinate with DOE/NNSA on International course offerings and manage delivery of courses (IMED: interactions with DOE/NNSA HQ to coordinate schedules, countries, and material development).
  • Work directly with ORISE contracting and outside client POC to implement various types of contracts (e.g. SPP, IAA, etc.) for REAC/TS education courses.
     o Document Scope of Work, schedule, and budget (working with Financial Analyst)

     o Acts as Technical Contact for contracts with client. Represents organization as a prime contact on contracts or projects.
     o Must systematically maintain client communications and relationships. (Project updates and deliverables).
  • Manage ACCME accreditation process:
     o Includes course/lecture approvals by CME committee, needs analysis, course statistics and reporting, and tracking of ACCME related materials, invoices, and reviews for accreditation.
     o Facilitate the ORISE CME committee (schedule meetings, set agenda, follow minutes and implement decisions; track materials presented to CME Committee for approval and track status of all CME activities for REAC/TS).
     o Manage live in-person and virtual education course delivery. Course participants average about 30 students but can be as large as 500 for in-person and online courses.
Personnel Management
  • Plan, organize, direct, and schedule the work of employees, equipment, and material within budgetary and quality standards.
  • Defines organizational goals and implement strategies for addressing these goals, consistent with maximizing organizational efficiency and performance.
  • Recommend and institute measures to improve operations and increase efficiency.
  • Propose, monitor, and comply with project budgets.
  • Examine work for exactness and conformance to policies and procedures.
  • Analyze workforce needs and establish personnel requirements.
  • Requisition and select qualified employees necessary to meet established requirements and organizational goals.
  • Assign employees to jobs; establish standards and training for the proper performance of work and familiarize staff with company rules, procedures, and policies.
  • Maintain discipline of employees under supervision in accordance with established policies.
  • Assume responsibility for the proper application of established human resource administration policies, safety and health regulations, and local, state, and federal regulations.
  • Initiate action and approve or recommend approval of hires, disciplinary actions, leaves of absence, promotions, reductions-in-force, performance evaluation, salary increases, terminations of employment for cause, separations, transfers, and other personnel actions.
  • Approve or disapprove leave requests, time cards, and work schedules.
  • Approve employee travel and reimbursement.

Research and Grant Proposals

  • Manage and provide oversight for data entry and management of Registry.
  • Contribute to technical writing and oversee management of digital library.
  • Manage research/grant proposal preparation from start to finish.
  • Manage research project in all aspects.

Response (Nurse or Paramedic):

  • Function as a deployable nurse or paramedic for the REAC/TS’ emergency response teams (DOE/NNSA Consequence Management Asset): Capable of deploying, providing Home Team support, and being on the Call Team to answer calls for assistance/information, document call information, and track call responses to be included in the REAC/TS Radiation Registry.



  • Bachelor’s degree in education and/or nursing (or related discipline) and 6-10 years of experience is required. Master’s degree in nursing, education, or related discipline is preferred.
  • Licensed Nurse and/or certified paramedic.
  • Ability to obtain and maintain a DOE Q Clearance.
  • Nursing research and / or education experience.
  • Emergency/critical care nursing experience.
  • Assisting / managing in-person and virtual education.
  • Basic radiation emergency medicine or CBRNE experience.
  • Database familiarity (ability to use and manage).

Knowledge, skills and abilities needed to perform the duties and responsibilities of the position include:

  • Frequent use and general knowledge of industry practices, techniques and standards.  General application of concepts and principles.
  • Ability to manage projects and coordinate with procurement/contracting to establish contracts in the DOE/NNSA contracting environments/systems.
  • Demonstrate in-depth knowledge of the principles and methods of design and delivery of medical and adult education.
  • Demonstrate knowledge, skill and ability to develop and teach continuing medical education lectures (both in person and virtual).
  • Knowledge of current medical related emergency preparedness and response actions.
  • Perform all levels of nursing practice or paramedic experience with minimal guidance, preferred.
  • Ability to deploy, perform independently under general guidance, and maintain readiness, continuing education, training, passport, clearance, medical qualification, applicable licenses.
